The key issues of the Forum were the import substitution of information technologies, cyber security, the development of a digital government, the creation of a digital economy.
Addressing the Forum, German Klimenko told about the experience of the transition to national software in Central federal district and about the dangers which the governmental authorities may face when using external software.
In the course of the Forum a briefing took place, during which the Minister of Communications and Mass Media of the Russian Federation Nikolay Nikiforov, the Presidential adviser German Klimenko, the Presidential Plenipotentiary Envoy of the Russian Federation to the Ural Federal District Igor Kholmanskikh and the Governor of Khanty-Mansyisk autonomous district — Yugra Natalia Komarova answered the questions of federal and regional mass media. The issues involved were the necessity of implementation of domestic specialists' elaborations in strategic spheres, the growth of the share of Russian software, purchased by the governmental authorities, which today already estimates to 40–50%.
As German Klimenko noted in the course of the briefing, there are spheres, in which the priority of Russian software cannot be put into question; they are the air defense systems or space launch systems. The state information system is important too. ”Here the priority is given to the national producers; that is our principled national choice,“ German Klimenko stressed.
After the plenary meetings the participants of the IX International IT-forum visited the exhibition ”Information technologies for everyone“. The guests were told, how the analytical systems used, for example, by electronic monitoring of fire-hazardous situations, work, and were shown the deliberations in the sphere of cyber security. The best solutions in the sphere of finances, tourism, education, healthcare, information systems and computer literacy training were also presented at the exhibition.
