The topic of discussion with journalists was the initiative of RACIB in the field of regulation of crypto investment in Russia. The discussion also touched upon the expertise of ICO projects and other initiatives of RACIB.
As German Klimenko noted in his speech, it would be premature to discuss many topics related to the development of cryptocurrency in Russia, since there is no legislation defining the status of the digital currency itself:
— ”First of all, it is necessary to introduce a legislative regulation of digital money and withdraw them from the so-called ‘gray zone,’ German Klimenko said.
For this purpose RACIB in cooperation with the relevant State Duma Committee develops proposals for legislative regulation in the sphere of blockchain, cryptocurrencies and ICO. As told by the participants of the press conference, specific proposals can be submitted to the State Duma in December of this year. This refers to a package of amendments to the existing legislation for legalization of crowd-investing. A glossary of terms used by blockchain community will also be prepared.
As noted by German Klimenko, the Central Bank, the Ministry of Communications and Mass Media and other relevant agencies also participate in the development of proposals on this issue, which will be submitted to the State Duma.
