Opening the discussion, the Advisor to the President of the Russian Federation German Klimenko outlined the main purpose of the meeting:
“For the Internet technologies, the modern medicine is the treasure chest, the perspectives, that is where we can make a big breakthrough, not only domestic, providing quality healthcare to the population in regions and overcoming territorial gaps, but also an international one. The domestic Internet projects are limited to the Russian-speaking part of the Internet. Medicine, however, is absolutely international. Now three factors have arisen: modern technologies, including artificial intelligence, neural networks – since the state has a large medical data set, and professional doctors. Most importantly, this area has a huge international potential, and this is what Vladimir Vladimirovich Putin talked about yesterday at the ”Forum of Actions“ of All-Russia People's Front,” German Klimenko noted.
The Vice President and Executive Director of the IT cluster of Skolkovo Fund Konstantin Parshin noted that over the past year the flow of medicine start-ups in Skolkovo significantly increased. The Ministry of healthcare of the Russian Federation announced a strategy until 2025, where big data procession is identified as a priority. The challenges of overcoming a lack of coordination between the market participants, the shortage of structured data and technological constraints, adjusting the access to data and developing of common standards still remain.
The importance of regulatory mechanisms in the field of big data and the need of an integrated data warehouse for scientific research was noted by the corresponding member of the RAS, Dr. habil. in medicine, Professor Sergey Rumyantsev: ”The modern medicine is so technologically advanced that it is already impossible to imagine it without related technologies. The major breakthroughs that lie ahead of us in the coming years are connected with the opportunities in related sciences – physics and chemistry, as well as in information technology. It is important to consolidate the whole system of medical images linked by a single technological platform. Then we will be able to receive adequate results of an integral examination of a particular patient“, he concluded.
The project manager Anna Mescheryakova and the head of the informational and Internet technologies Department of Sechenov Moscow State Medical University Georgy Lebedev told about the progress in developing of an intelligent support system for medical decisions making. A science and technology park of biomedicine has been established at Sechenov University, which is expected to be the base for testing and clinical trials of the proposed solutions. The first results of work on the partition of medical images in the framework of this project were announced by the Minister of healthcare of Moscow region Dmitry Markov. The work on the project is also conducted in the Chuvash Republic, Orel and Tver regions.
It is expected that at the beginning of 2018 Khabarovsk Krai, Krasnodar Krai, Khanty-Mansi Autonomous Area, and Evdokimov Moscow State University of Medicine and Dentistry will join the project.
In conclusion, German Klimenko noted the importance of creating not only pilot projects, but also finished products in the field of digital medicine: ”The experience of the current cooperation tells us that we can make competitive products, the important thing is the presence of enthusiasts and participation of regions, each of which has its strong points in the field of healthcare“, the Adviser to the President said.
